I agree with you. Sorry, but it is the accumulation of small misdemeanors that slowly degrades a country. For example, throwing trash in the street in Japan will be an inflexible refusal, and this should be too, for it is public transport and someone will sit there next.

Nonetheless, just posting it here is no good, if it is not to warn others of the expected idiosincracy. In my humble opinion, you should have told something to that person instead of limiting yourself to coming here to complain. Res non verba, actions, not words.
